Maybe it’s just me, but I think the penalty for Allies attacking neutrals should be way more severe. Like more money or money each time an ally attacks a neutral. Perhaps each Axis player gets so many militia units.

Because this is a mountain and city territory, what units get what modifiers?

Attacking Infantry (sans Mtn Inf) get a -1 to attack.
All defending Infantry get a +1 to attack and target selection on vehicles @ 1. I don’t believe defending mountain infantry get 2 +1s as bonuses of the same type don’t stack.

This example is covered in the « Dual Terrains » rule 1.24 (v.3). The city gives +1 only to the defenders, but the attacking units still suffer a -1 penalty (unless they are Mountain infantry).
This is why, in our games, most of our lend-lease to Spain consists of Mountain infantry, as almost all of Spain is mountain terrain.
