Counted 9 land units and then also 3 ships, but only for 3 mIC, so happened to count 3 land and 3 naval for one factory.
Didn’t intend to build anything in Tokyo this turn, but that is certainly an option.
If I may, I’d like to exchange 2 inf, 1 art for 1 fig. That’s what I would’ve planned to do atleast. Don’t have many options to build naval with the USN centralized by the Carolines.
