Ok, I made a miscalculation, and learned a small quirk of the game design. The miscalc = forgot that I couldn’t flyover “neutral” France territory FIC, so couldn’t land my planes to protect the bomber. So I edited my move and declared war against France.
The detail that I never noticed was that the objective for getting the 10 IPCs for Japan was still in effect because although at war, I didn’t take FIC…
