Yes.
Units of different powers only defend together, not attack.
So when I placed the DD in SZ 109 at the END of UK, on G, you could either move your subs away during CM, or ATTACK - and the UK DD is defending, along with 3 US subs and a 3 plane multinational scramble.
But in your example - The G is attacking. So any Italian units in the seazone can not contribute. G needs its own DD to make that attack. -

The transport edits are a nightmare. You have to kill both and start anew… I think.
