I believe you are correct.  The “bonus” 30 the US gets when it’s attacked early is to compensate for not having extra money while “at war during collect income”, for example:

The US is attacked turn 2, gets 30 IPCs immediately so they have that to spend when it becomes their turn.  If this were NOT the case, then the US would only have their initial 30 IPCs to spend during “war time” which wouldn’t make sense.

Thank you. Had not seen that and was unhappy to contradict Kriegkund, but could not see any difference with what I had said. Now I realise without a japanese DOW against UK/Anzac a Japanese player could have moved through an occupied sea hex on its way to a Dutch territory. Now it cannot. Though, of course, my way and knowing I was provoking war with UK/Anzac, I would have attacked them too and, therefore, not moved illegally through a sea zone . You have to love Japan.

yes.  they can disappear in to the dark deep sea and only the almighty destroyer can find them.

Also do subs get to fire at surface ships that move thru their sea zones. I know they get to fire at transports but not sure about surface ships.  Thanks

Yes, if there is no enemy surface warship present, you can always choose to ignore enemy subs (and transports) during movement in combat or noncombat.

Did they modify the defense on the battleboard?
