the new version of tripleA seems to be messing up a lot of rules. guess I should start posting them. Wouldnt let me ignore the uk sub in 98 to pick up units on italy turn, wont let subs move into hostile sea zones during NCM, for example.

@ksmckay I think your incorrect about the sub rule. Subs don’t prevent loading they only prevent offloading without a warship.

“However, a transport is not

you can only load land units into transports during combat movement phase if they are going to participate in combat.
Movement in this game is separated into combat movement and noncombat movement phases. During the Combat
Move phase, all movement must end in a hostile space, with a few exceptions (see below). Movement into a hostile
space counts as combat movement whether that space is occupied or not. Additional movement that doesn’t end in a
hostile space occurs during the Noncombat Move phase (phase 4).A transport can load units while in any friendly sea zone
along its route, including the sea zone it started in. If a
transport loads land units during the Combat Move phase,
it must offload those units to attack a hostile territory as
part of an amphibious assault during the Conduct Combat

do so.And then any unit that moves during CM cant move again or transports that moved in CM cant load in NCM.
So since you arent going to use any of the US land units for combat you cant load them during CM. If you stay in the sea zone then they participate in combat and so cant do NCM. If they leave during CM they cant move or load/unload during NCM.
So your only option if you want to load them is to either move them during CM empty (obviously thats not a good option). Leave them in the sea zone and conduct combat and then use them next turn. Or Ignore the sub during CM and then load/unload during NCM.

same thing for marines. Cant load a marine onto a cruiser/bb and then use the ca/bb for battle without an amphibious assault. If you arent doing an amphibious assault you have to leave the marine behind.
