It’s not an issue here, but I don’t think it does. The kami’s happen before the sea battle and amphi even happens after the sea battle. In order to continue the amphi there need to be surface ships (anything but carriers) controlling the sea zone against the sub.
Lets put 1 kami each on the des and 3 on the bs.
Btw, I’ll be gone now on vacation for 3 days. Not sure about the internet, so might not be able to make a move until Tuesday.

Actually, I think you are correct here but only because I elected to attack the sub. I suppose you could have forced a combat by scrambling 1 plane. Although there is no requirement for surface warships. CVs allow the assault to proceed, ignoring the sub but a scramble causes a real problem for the attacker.
Hmm, don’t think it does. It’s the CM and the sub is not forced to submerge. An ac doesn’t have attack value, so loses automatically against a sub. A sub or des could escort the tr, but the defender should logically be able to force a sea-battle in that instance.
Not completely sure though, but will try and consult the rules in a couple of days.
If the defender can’t scramble, they have no way of forcing a sea battle. It’s an attacker option, not a defender one.
