Japan rarely threatens persia anytime before round 6 or 7, plenty of time to make use out of it. Persia is also in range of landing planes on moscow or india. It’s too good. Egypt factory is risky before round 3 because it does not take much for germany to get enough down there to help italy to perform a strong 1-2 punch.

It’s possible by mutual agreement, but default says 1 unit per territory of the nations’s unit presence.
Not sure about Paris. Maybe it would be possible to put 2 figs there?

- The nation placing a unit in a territory or sea zone must have started with a unit in said territory or sea zone prior to placing the bid.

Which means you would need your opponents permission to place that bid, but then you might as well place those 6 inf in Paris. ;)
