Wow - just a tremendous amount of comments and activity and that is just GREAT! Appreciate everyone getting involved.
So I am not going to comment on anything besides Russia at this time. The 12 infantry Buy is exactly what I would have done. Russia is at this moment on defense and it needs every infantry it can get. For those of you that have read my recent article on Warfare Principles of Axis and Allies what do we say when someone’s argument is “It is only one infantry.”? We say “One infantry is a lot!”.
Now lets discuss the artillery versus infantry argument. It is a valid point that more artillery allows Russia to be more aggressive than if they go all infantry. So the real question is “What does Russia plan on doing once the Germans are at the gates of Moscow?”
All infantry allows the utmost defense of Moscow. It gives Russia and the Allies the best chance of holding on to Moscow. If the Russian goal is to hold Moscow at all costs then you want to buy infantry.
However, what happens if the Germans get to Bryansk and turtle Moscow and then because they cannot take Moscow they send a portion of their fast movers towards the Middle East. Without any artillery of any proportion the Germans need far fewer units in Bryansk to hold against the Russian counter attack. Therefore, more artillery mean fewer units heading to the Middle East.
Also, when Moscow is about to die what are the Allies going to do? If the Germans have a 90%+ battle on Moscow are the Allied troops going to stay and die trying to at best get that 10% chance and win the game outright or at worst kill a bunch of German troops OR are they going to pull back and try and become the largest guerilla warfare group in the history of Mankind and try and harass the Germans by threatening Russia, Novgorod and Volgograd?
If they are going to sit and die then you want infantry. If they are going to pull out and become a Guerilla Army than you want more artillery. So really there is no best way; it is more what is your Russian strategy that you are going to employ and Buy accordingly.
My feelings are you can always buy a bunch of artillery at one time later. So why buy any on Turn 1?

Scramble Philippines?
Forgot to describe my move. Since I want Japan to have the best chance of winning I am going on J1. This gives me the best chance on India and weakens ANZAC. Unfortunately, it does allow the US to get into the war sooner but everything has tradeoffs. I am pretty sure Young Grasshopper was the first to advocate for a J1 DoW. I do not use his opening but a variation thereof. Mine ignores the UK BB in order to bring more firepower to bear in Yunnan which I feel, behind the Philippines, is the most important battle for Japan.

US
Happy tidings. US is drawn into the war!
Japan turning into a monster has to be feared. Therefore I propose that main focus of purchases should be in the Pac. Something like 70-90 % for quite some turns. The main purchase for the Atlantic can be trannies and troops, counting on UK to carry the main load of fleet defence. Some air would of course be good to support landings, but that’s a later issue.
Fleet should get into position, with z54 being the priority outpost for now.
China
Taking back Yunnan is top priority, but we can’t expect to hold on to it. China will be run over. We accept that. Just try and weaken the Yellow Plague as much as possible along the way and be a thorn in the side.
UK
I don’t worry squat about Sea Lion, so an idea for a purchase is an ab, fig and inf.
We certainly want to kill of all the pesky subs we can. That will be z106 and z110.
We won’t likely be able to hide our fleet in z109. Maybe it’s possible with buying the fig and having a 5 fig scramble option, which depends on other things like Taranto, so perhaps it’s better to pull them a bit offside by Iceland. With air to scramble there, the bs and cr should be untouchable. That means they can enter the action again in z91 by UK3.
Taranto is nice, but stacking in z92 might be better, saving the fleet and keeping lots of pressure on Italy. That would be the ab in Gibraltar is mandatory. A great asset later on as well, controlling both z91 and z92.
We will certainly hit Tobruk, which will seriously hamper Italy in northern Africa. Air may be used there instead of Taranto, minimizing british losses. Would like to avoid using the tr for an amphi there, since it will just be sunk.
We can skip hitting the italians in Ethiopia, but make priority of grabbing Persia instead.
UK-Pac should probably just go with 5 inf, preparing for the japanese take-down in a few turns.
I haven’t analysed in detail yet, but this is an overall sketch for now.

Fleet heads for z54, which will be a great outpost in liason with aussies and brits. The bs in z37 was allowed to survive and will be an important defensive asset in this multi-national fleet.
Annecting Brazil is a no-brainer.
Hi Trulpen, may want to consider strategy against Japan:
US supports Pacific enough to protect Hawaii and Australia in the long run and as cheaply as possible with a defensive fleet + air bases, troops and fighter aircraft while harassing the money Islands / forcing Japan to contest. This probably still requires 60%-65% Pacific. In that scenario, the 35%-40% Atlantic helps the UK reinforce India through the Europe side of the map. Rationale is that the US can more directly influence the Atlantic theater than the Pacific theater, UK can more easily help India through the middle East.
US really tries hard to go after Japan in which case Japan can probably still hold off the US while probably still taking India (Japan can beef up their fleet / scale pretty easily for as long as they are not heavily contested on the continent, which is the case with the current bid).
A mobile force of bombers can pivot from one side of the map to another very quickly. It’s certainly superior to a navy because it’s mobile, can strike hard a both land and naval forces. I’m not saying to not build navy at all, but the US simply can’t catch up to utterly destroy the Japanese Navy in a timely fashion when it goes in a defensive position.

US really tries hard to go after Japan in which case Japan can probably still hold off the US while probably still taking India (Japan can beef up their fleet / scale pretty easily for as long as they are not heavily contested on the continent, which is the case with the current bid).
A mobile force of bombers can pivot from one side of the map to another very quickly. It’s certainly superior to a navy because it’s mobile, can strike hard a both land and naval forces. I’m not saying to not build navy at all, but the US simply can’t catch up to utterly destroy the Japanese Navy in a timely fashion when it goes in a defensive position.
A 35% USA Atlantis approach is hardly enough to deny Germany to putting pressure or even capture british factories in the ME. How is this prevented? It helps somewhat if the factory is built in Iraq, but still very volunarble if the purpose is to beef up India. It’s very costly to out 3 mechs here every round. It certainly requrie an Egypt factory as well

US supports Pacific enough to protect Hawaii and Australia in the long run and as cheaply as possible with a defensive fleet + air bases, troops and fighter aircraft while harassing the money Islands / forcing Japan to contest. Thanks for the input! Bombers are great, but expensive. Also they are not so mobile in the Pac unless there are landing-spots. If Japan is too strong in relation to US there, it will simply be denied.
My aim is is not directly to obliterate the japanese navy, but rather as quickly as possible have enough defensive force not to risk annihilation. We want to fight for the islands, primarily DEI, but also the Carolines and the ones around it for strategical reasons, and try for a lucrative landing somewhere, preferably Korea.
I think we won’t have time to protect Calcutta anyway, except for extra air. I don’t like to put bombers on the line for defence. Sometimes it’s necessary, but it’s a lot of resources that can easily be spoiled for nothing.

Here’s the question for you. 3, 4 or 9 inf in the attack on Yunnan?
I want to be greedy, but it’s important to get hold of Yunnan. Anything there will be in high risk of getting wiped out.
Of course, Japan only has 2 inf at their disposal, so it could be costly hitting 13-15 inf, 2 fig, 1 tac. Around -25 to -35 TUV expected, but 90-95 % winning chance for the attacker. Likely a lot of valuable air lost, which I don’t think Japan can afford.
If losing 2 inf in Yunnan, it’s still a -20 TUV expected for hitting the stack.
Here I’m actually not confident if Kiangsi should be taken. The inf might be of better use in Yunnan. Yes, Yunnan should likely be maximized.

@trulpen I think if your plan is to dump the British units in range in (air included) and to put the placement there as well, it is probably worth it. There is some risk to you as well if he decides to go for it (if the dice are poor) but on average he is trading half his air force for a couple of British air and Chinese ground units). The TUV exchange favours you significantly. And you would have a 2-5% chance of winning outright. I don’t think that is a risk that will usually pay off for Japan. It makes more sense for him to wait until more ground units can reach. There may be an issue of how badly you need those UK air to go to Egypt, but on the face of it I think it is worth it.
