Scramble Germany?
Yes. OOL with this I think can get a bit tricky. So you might need to ask me about it. I think I generally want to keep the destroyer alive IF the sub is alive, so long as the odds are in my favor. So the transport doesn’t die. Unless I’m wrongly interpreting the rules about subs, which is totally possible
I’m on my iPad atm but will check order of loss with you when the rolls go through. With any luck I get a destroyer and make you have to choose between a bird and a transport.

You can review the history but there didn’t seem to be any decisions to be made as the Germans missed on their first round and the Russians didn’t. Lemme know if you want to swap out a plane for a transport.
So round 2 when your cruiser hits and all the units are alive, I’d have taken a fighter casualty as I said previously.
It isn’t a huge deal, but the appropriate thing to do would be to redo the battle from that point. How can we do this?
Now if the cruiser hits a second time and your sub is still alive, I’d kill off the destroyer and retreat with the fighter.
It’s a small pet peeve, but I’d appreciate it if you did a better job of separating your non-combat moves from your combat moves as I like to read over your turn from start to finish and it makes a lot more sense if the combat moves lead to combats.
I think it is ok (though not by the rules) to include a batch of ships in a combat move if they are accompanying transports, even if they aren’t bombarding, as it makes moves quicker. But otherwise if you are doing noncombat moves, it makes sense to do them later. This also gives you the chance to adjust them based on combat outcomes which can be very useful.
