I’d say Japan is the clear second. Has by far the mightiest navy in the Pac, a pretty decent air force still and more than twice the income of Italy.

I’m aware that my italian fleet with german air is on the line. You’ll probably wipe it, but it’s a good sacrifice. Germany will rule them all.
