Actually it’s a possible move for subs during NCM. The sub just has to stop because of the des. If you attack it, you may not load any land units in sz1, but I think you can either just go to sz2 and pick up the marine or ignore the sub and pick it up and move during NCM.

Yes, the loaded inf isn’t affected.
You don’t have to move away the des to ignore the sub. You can just ignore it.
The sub is a weird ship indeed, but the rules concern rather the principle of sea battle than about any specific ship.
