Yes during noncom, since subs don’t make it a “hostile” sz. The only reason I couldn’t during combat itself was because you could scramble.
The scramble could then bring the subs into play.

Yes during noncom, since subs don’t make it a “hostile” sz. The only reason I couldn’t during combat itself was because you could scramble.
I should clarify that slightly. During combat, if you have a surface warship with your transports, you can unload them during combat. I could have moved the cruiser over which would have allowed the unload (iirc). The problem would have been that by scrambling you could have brought your subs in to fight, which would have been a bad scenario there with no destroyer.
