The reason is simple. TripleA runs the chinese defence, but it’s a mech, which is a unit that is not allowed for China, hence it is considered to be of a value of 0.
I believe in older versions this did not matter. Which version is this game based on?
In the end, I assumed this was the reason, but it is still wrong and a tiny bug.

I just realized that my non combat edits were not allowed. I thought it was a bug in triplea. But apparently you have to control both sides of the canal at the start of the turn to move through.
