If you read the top of page 11 you will see there is a new rule for V3 where you cannot combat move through a canal as you proposed. The example they give is exactly what you were talking about. You can still choose to do it the old way but either way that is one of the things you should have all of the players to agree to before the game begins. We always play it the new way.
Spanish Civil War Question

Hello again everyone,
This question has to do with the Spanish Civil War expansion. I rolled a “6”, the British lose 3 income a turn and the French lose 1 a turn. The British and French were at war and so they had their wartime income. Does the income reduction only apply to British and french peacetime income, or should it apply to their wartime income as well?

In my opinion:
The spirit of that event is to decrease Britain’s and France’s Peacetime income, delaying their entry into the war.
If they are already at war I don’t think the SCW would “decrease democracies’ appetite for war.”If it were me I would leave the UK and French income alone, and decrease the US income by 1.
