The attacker retreats before the defender submerges, in both OOB and LHTR.
This is clearly spelled out in the LHTR rules. However, since the sequence is never specifically stated in the OOB rules, the general principle that the attacker acts first must be applied.
We switch between the 12 point bid, and the axis again 4 NA’s and the Axis seem to win 50-60% of our games, and the last few months no one can beat them. Axis has one 13 of 17 games since this past september. We have 20 man group that plays about twice a month.
Well, the fighter CAN attack with ground troops might be a better way to put it. It is up to the player what they want to assign to a battle.
For example, if you have to fight through enemy ships to do an amphibous landing, you can choose whether to have the fighters attack the enemy ships OR participate in the ground battle afterwards.

My old A&A crew, from when I lived in Albuquerque, (of which justus and DonkeyPunchNightmare are members) would be glad to play all the time. Sometimes I feel as if I’m getting rusty, because they play fairly often, while I play once ina blue moon, at best.
