Does "The sneaky Karl" lock down the fleet or prevent it from transporting units on ncm?

In the latest printing, that last sentence reads, “Transports may not attack in a sea battle without being accompanied by at least 1 unit with an attack value.”

I can’t remember the last time I bought a battleship in a game. If I am going to spend 20 IPCs on fleet, I consistently purchase a destroyer and a cruiser – this hits on average more often than a battleship, has the possibility of generating two hits on both attack and defense, and might increase the number of units required to successfully attack my fleet (the math on this one is a bit fuzzy since there are so many variables involved in fleet attacks), and gives me an extra unit that I can detach for a separate mission if necessary.

On the other hand, I have purchased AA guns occasionally, when I expect the number of planes attacking to exceed the number of AA shots I currently have available and/or when I need to empty the treasury because I know the capital is going to fall. Other than that, AA guns would be my second least purchased unit.

Tactical bombers are also rare purchases for me, but I do purchase them occasionally (more often than AA guns).

Option #3 is not legal.

You must unload any units loaded in combat movement in the combat movement phase.

I once had the French infantry from French West Africa liberate French Indo-China the same round that the two French infantry from England liberated Paris.

I also had the Russian infantry from Amur capture Rome (on round 14 if I recall).

Finally, I had the Japanese Mechanized Infantry from Manchuria capture Egypt in a game once.

Are you sure , that you do not have a tweeny-weeny doubt nibbling in the back of your mind … maybe he has it?!

I was reluctant at first, because  thought it’ll affect my move… but on reflection… there is another smaller, better and niftier way to deal with that.  Hence wrote what i did.

Did take into account “Cow”'s fantastic  - J1 offense.  In fact, to be honest it was my biggest challenge to overcome. OK.

The transport shuck is good for flexibility, by like was said earlier, it has risk with air attacks.  If I was investing a lot into the med, I would have an airbase in egypt with planes to help protect.  Maybe a destroyer in the Red Sea to assist as well.  Mechs and Tanks tend to be less costly to set up and will be very useful, especially if you are building constantly out of SA.
