Does "The sneaky Karl" lock down the fleet or prevent it from transporting units on ncm?

The transport shuck is good for flexibility, by like was said earlier, it has risk with air attacks.  If I was investing a lot into the med, I would have an airbase in egypt with planes to help protect.  Maybe a destroyer in the Red Sea to assist as well.  Mechs and Tanks tend to be less costly to set up and will be very useful, especially if you are building constantly out of SA.

Yes, he is not forced to fight your new reinforcements. He can opt but doesn’t have to. I think this is the only situation where units can (must) move during the CM without triggering a combat.

Ofc, those units cannot move again during the NCM…

To be clear, you only have to start the battle with all aircraft having a possible landing location, correct?

i generally just use the russian fleet to keep the german player honest.  Was fun one game the german player attacked and destroyed an american fleet but forgot to leave anything in berlin and the russian player captured it.

Yes that is right. So long as you won the battle you can move in further troops to defend it on your non-combat move. Aircraft, however are excluded as they must land in a territory that has been controlled by you or an ally since the beginning of your turn.

Actually a transport may move, pick up troops and either drop them off or move again and drop them off. Once a transport unloads though it must stay in that sea zone until the following turn.
