Does "The sneaky Karl" lock down the fleet or prevent it from transporting units on ncm?

The answer is in the same paragraph you posted. A transport does not need any warships to LOAD a unit in Combat Movement. It just needs a warship to UNLOAD for an amphibious assault if there is a lone submarine present.

The key is the sea zone is friendly if there is just a submarine there when you loaded as per the last sentence below.

I perpetrated the Sneaky Karl on Dave in Game 216. On J2, I messed up his takeover of the spice islands, and ANZAC got +10 (whereas Japan lost about 12-15 income for 2 turns).

The delay in the USA entering the war makes this a shaky, fairly break even move on J2. I don’t see most Japan players waiting to take the big money until J3 anymore.

All that is needed to blow this move is to leave the troops on the transports during the interturn.

I wish there was a defender decision phase between combat move and conduct combat to clarify these things. Declare kami, scramble and intercept are all effectively done before any dice are rolled.

There is.
Scramble happens at the end of movementphase (as the last thing)
Kami assignment happens as the first ting in combatphase, and are resolved before any combat begins
then you do bombing raids
then you do all your amphibous assault combats
then you do general combat.

RulebookE page 16 says

Scrambling is a special movement that the defender can
make at the end of this phase. It must be done after all of
the attacker�s combat movements have been completed

player can announce at the beginning of this phase that he or
she intends to launch one or more kamikaze strikes in that sea
zone. They are resolved before any combat begins.

It isn’t as obvious as what I would like. That’s all I’m saying. You have to dig into the nuances of the rules to understand how everything works.

Sort of true. Just that you are able to load units before leaving it. So the exception is of no use if you want to land on a territory which you already own.

Talking with allies is a must because for either side to win they have to have a plan. You can’t just add lib the entire game and expect to win. As for talking to other players that is just the fun in the game. Make them second guess their moves.

Also when we play with newer players both sides offer good advice. Now that being said while it may be good advice its not always the BEST possible advice for the situation. Its still a good and valid move though.
