Considering house rules for China in G40. In the event they capture an industrial complex built in China. Should they be able to produce any unit?

I should have clarified this yes. Soviets can interact with neutrals before they are at war with Germany. And I should have clarified the Soviet national objective should say “When at war with Germany”.
Glad you guys are still interested in the setup! Been playing a lot of WWII in Europe and the Pacific instead of A&A.

@oztea If the allies attack the Dutch factions do all the strict neutrals become pro axis? I would assume so correct?

I can see why one would think that since that’s what happens when the Axis do it.

@barnee I agree but then whats stopping anzac and calcutta from just taking the money islands turn one then?
Germany is going to get 6 IPCs for it and 4 guys? Compared to Anzac and Calcutta pressuring Japan on another front? At that point it becomes to heavily leaning into the allies since Japan already does not have the best backing in this one with having to force its way through calcutta and china from so far back.
Am I wrong in my thinking on this one?

Can Anzac take control of Dutch controlled territory when Japan hasn’t done a DOW?
( triple a allows it so Anzac started taking islands R1)
What round can Russia declare war on Germany?
( they declared r3 while Germany was still mopping up in France) -
@captainwalker Anzac can’t non combat into Anzac since they are independent now and separate like a strict neutral. Play them like they are Mongolia.
Russia declares at its 3rd turn.

@captainwalker of course if Anzac wants the Dutch islands they have to attack but will not bring the other strict neutrals into it.

@Blackychan Java and Celebes are unoccupied… so is there any downside for Anzac attacking them when not at war w/Japan?

@captainwalker the axis get to take Belgium and Japan can freely take the other money islands without any repercussions.

In essence, the main difference is that now the Pacific UK and ANZAC can no longer claim the money islands freely?
If Japan strikes the islands, does that allow the US to declare war like Global 1940?

@bakerbei They cannot claim it freely because it is now an independent faction rather than “pro-Allies” that ANZAC and Pacific UK can just freely claim. If they want to claim the money islands, they must attack them, which turns only the Dutch territories pro-Axis.
However, if the Axis attack, they become pro-Allies and can then be taken by the Allies. Otherwise, the Dutch cannot be taken unless an attack from either the Axis or Allies happens on one of the Dutch territories.
If Japan attacks the Dutch islands, it does not bring any of the Allies into the war, as it is an independent faction. And the Pacific no longer claims the Dutch islands under their protection.

@Blackychan So then does it not behoove the Pacific Allies to take the islands so that way the Japanese can’t claim the islands without declaring war on the Allies?
Unless I’m misunderstanding the rules, the way this set up is that where the Japanese could take the money islands without allowing the US into the war earlier?

@Blackychan Triple A allows Anzac to walk in on the Dutch islands during non combat move … not sure who can fix that.
In the rules it says if Japan attacks the Dutch then the US can DOW against any axis power.
