No to 1,2,4. Look for a “powers not at war” box in the rules.

For 3, you can move to any sea zone which is not adjacent to Japanese territory. So you can totally move toward Japan, eg to SZ16 or SZ17. Just remember that if you move to SZ54, you can’t use the naval base there until you are at war with someone.

Yes, this has changed starting from Anniversary Edition.

Good answer by Marshmallow.  I remember wondering the same thing when G40 was new, but Krieghund* set me straight.  Dizzkneeland is correct that you can still disable an air base and then attack the adjacent sea zone free from scrambled aircraft, but it must be on separate powers’ turns.  Marshmallow said it perfectly, that the scramble decision is made at the beginning of the conduct combat phase, so the aircraft are scrambled before the base is bombed.

Such is life. You try, and try harder, and succeed. And then something stupid happens.

Very interesting.  Always seem to be learning something new about this game.  We have always gone on the assumption that until the US is actively at war, they can not land troops or planes on an Allied country because they are not technically Allies yet.  Of course, once the USA is dragged into war on either side, they DOW on all Axis anyway so they can land anywhere that is Allied.  We’ve never had a game where USA did not DOW on all the Axis.  Still, an interesting theoretical problem.

It’s because you never built one.

If they build one, Germans go around the island and land in UK from Z109. Since you bought a fleet, there is little opposition on the island
