I think they can attack all of them. On the physical board there is a China thing on them. They simply start the game as occupied territories.
Hong Kong is different. They can only occupy that once India is taken. I don’t remember if they’re allowed to attack, though. I assume they can.

You know i thought they couldn’t attack anything beyond what they started with, but i guess they can. I placed last turns units with that assumption. So they are out of position.
