Yes, I checked that as well. There’s no connection to IPC values at all. The formula is just the number of territories controlled at that start of the Chinese turn divided by 2 (unsure if it’s rounded up or down).

I think it does not round up - just now I got 3 infantries and got 8 territories.

Sorry for the edit. I thought I can put a factory in China (I thought that is belonged to US) and turned out I couldn’t. So I switch it with an armor and fighter.
