This sounds incredibly interesting to me. I am all about flexibility in games as it keeps you interested in them. That is what I am attempting with my Global variant map and house rules with it. Except I am only doing WWII as it is what I have available, and due to limited funds and limited experience I am not willing to undertake something like this on my own… yet. But this sounds incredibly interesting. If there is anything I can do to help out let me know. Assuming this goes beyond an idea

As for American Civil War themed, Axis & Allies style games, the first one to comes to mind is Battle Cry: https://boardgamegeek.com/boardgame/551/battle-cry.
I don’t know of any American War of Independence themed, Axis & Allies style games.

Battle Cry is fantastic and there are many additional user created setups on the web. You can usually play a game in about an hour and a half. My old roommate and I would play one a night in college until we played the whole war and keep score to see who was the “winner”.
