Please also note that it was confirmed in 2023 that the bid can also be spent on infrastructure such as a minor factory in Egypt. And for China you can only invest bid money into infantry men.

Note that infantry to New Guinea is not allowed according to league default rules, but the 2 players can agree to allow it, so perhaps that was the case.
And yes, fairly recent change to league default rules that China cannot bid artillery (or fighter) unless players agree -

I want my 1st game of OOB since 8/4/2017

I want to play on the new UHD map in TripleA for much different look, reminiscent of A&A Iron Blitz
I want to play with technology.
I hope to agree on a few tweaks to the technology rules.I’m over-rated at 1962 because I’m so rusty, so a great opportunity for those trying to juice their rating.
