Actually what is in the current rulebooks derives from the official November 2014 FAQ-sheet update, when this Q+A had been introduced:
“Purchasing Units
Q. Can I purposely purchase more units than I can mobilize with the intent of deciding which
units I want to keep based on the outcome of battles I intend to fight?
A. No. You may only purchase as many units as you will have the ability to mobilize after making repairs to any damaged industrial complexes. The rules for returning excess units are intended only for inadvertent over-purchasing.” -

Japan was not at war with Russia and attacked the UK forces in S. Persia, where there was also Russian ground and air forces. As expected, the Japanese forces fought only the UK units. The Japanese won. At the end of the Japanese NCM, the program (unexpectedly) removed the 2 Russian fighters and tac: “2 fighters and 1 tactical_bomber could not land in Southern Persia and were removed.” I am not sure why as Japan and Russia are not at war and 16 Russian infantry were allowed to remain. Does anyone know of any rule for why the Russian air (but not land forces) were removed or is this a program bug?

@ArtofWar1947 program bug. Not allowed to attack land territories with units that you are not at war with. Japan must dow against Russia before making that attack.

Thanks ABH. Interestingly, the rule does not apply to SZ with units from different nations.
