@The_Good_Captain The rule applies in all sea battles where there are sea units allied to the attacker present, regardless of the type(s) of defending German sea units. The rule mentions only German subs because the author failed to take into account the possibility that the situation could also exist with German surface units if they were mobilized in a hostile sea zone. This oversight was corrected in the Axis & Allies Pacific Rulebook.

I’m going to play AAE for the first time soon and i need a little help.
In the manual it says that the USA does not enter the war before 6 months,is that really part of the game?
Why are there circled territories?

Just play regularly with Germany first, then USSR, then Great Britain, then the USA for the whole game. That pattern never changes.
By circled territories do you mean Stalingrad, Leningrad, and Moscow? If so, they are circle shapes because they are cities, however you play them just like the regular territories.
