Aircraft Carriers
Although they don’t have an attack value and aren’t
represented on the battle strip, carriers can still participate
in an attack and can take hits, as long at least 1 unit with
an attack value attacks along with them. Any fighters or
tactical bombers on an aircraft carrier launch before the
carrier moves and move independently of the carrier.
These air units can make a combat move from the carrier’s
initial sea zone, or they can remain in that sea zone until
the Noncombat Move phase.

They need to get back to the SZ (if on a Carrier) or to a territory. You count each move.

Remember Air units don’t have to go back to from where they came. They can land on any territory you owned at the beginning of your turn or to another Carrier (if there is space).

If your’s attacking the capital, you wouldn’t want to SBR, 'cause the IPC’s will be yours after the takeover.  If attacking a non-capital IC, go ahead, as it depletes your enemy’s IPC’s.

Both moves are legal, the first just wouldn’t do you any good. :-D

The biggest thing is that submerging occurs after BOTH sides have fired.

You can;t charge in with subs, fire sneak attacks, and then submerge to avoid a counter-attack by any surviving defenders.  The defenders get to fire back, then before anyone fires again, both attacking and defending subs can choose to submerge (leaving the battle)
