You have some thoughts about new rules and new units for the Milton Bradley-era A&A? I am right there with you. I posted some thoughts late last year / early this year. One thing I will mention. I like paratroopers and paratrooper rules. But using bombers to cart around paratroopers is both silly and not historically accurate. So, I wrote rules for another new unit, the Air Transport or Cargo Plane unit. Think of them as Transports in the sky - with less cargo capacity and more movement points. See, when you fold in both the Paratrooper and their trusty steeds, the cargo plane / air transport, then I think you’ve got something…

Start date May 1917

The first Russian Revolution has occurred, but really makes little difference to the military situation. So continue using RR rules as normal.

America is at war, so we’ll assume that Germany has already declared USW.

Territorial changes are surprisingly few; I’d say they were:

Assume all aligned neutrals have been activated.

The only non-aligned neutrals violated are:

Persia: contested Turkey & Russia/Britain

Greece: contested Britain/France & Germany(Greeks)

Other tts not under original control:

Picardy & Lorraine: contested France & Germany (BEF in Picardy)

Belgium: German occupied

Poland: German occupied

Livonia & Belarus: contested Russia & Germany

Romania: contested Russia & Austria

Serbia: Austrian occupied

Albania: contested Italy & Austria

Togoland & Kamerun: French occupied

SW Africa: British occupied

Galicia: contested Austria & Russia

Mesopotamia & Trans-Jordan: contested Turkey & Britain (poss Russians in Armenia?)

America gets its draft of X infantry, but only the regular 20 IPCs to spend.

Tanks are available, probably only B & F have any just yet.

Fighters should be up to 3-3 by this stage.

Bombers should just be coming on line for both sides.

Actually, we are still working on the first game. We only get to play for a few hours each weekend so sometimes a game of Global 40 will last 2 or 3 weeks. Luckily, I have a room where I can keep the game set up.
Aside from a number of odd ball placements, I noticed two main differences: 1 > the Soviet Union forces started a lot more spread out across Russia which made Germany’s initial attack a little easier. 2 > the United States had almost no presence in the Pacific. The bulk of the US Navy ended up in SZ 101, plus most of their ground units and air units in East USA. As a result, they decided on a “get Germany first” strategy and almost ignored the Pacific.
That caused Japan to get HUGE. At present, Japan rules the Pacific, including Australia, and is threatening the US West coast. Japan also took out all of China and India.
Germany managed to take Moscow and make the Russians extinct. However, USA and Britain overwhelmed Germany and Italy and liberated Paris. There are no Italian units left and only 3 German units left on the board.
So, on the Europe board, we have a lot of German controlled but unoccupied Russian territory with the US, British and French occupying almost all of Europe and ready to start moving into Russia. Japan rules most of the Pacific board and is threatening the US West coast. Japan also has a small force traveling through the Middle East. They made some landings in Africa, but the Brits spanked them hard. The Brits are strong in Egypt with part of the US Navy there to back them up.
Technically, this would have been an Axis win with Japan getting 6 of 8 VCs on the Pacific board. But when Berlin and Rome fell, we decided to see how this plays out.

Here is the latest revision (yet to be tested) of my house rule set for E&W.

Round Zero

Breakthroughs:
Diplomacy -> shift China 1 step toward the USSR, or shift the other Neutral Alliances any combination of 2 steps towards the USSR
Technology -> USSR gains 2 full-steps at Submarines, or a total of 2 half-steps at any other technology trees
Counter-Intelligence -> the USSR may make 1 free attempt, which carries over to Round 1 if successful

Purchase Units: (choose one of the following options)
a) Spend up to 48 IPCs on naval units only. Any remaining IPCs cannot be saved for use in later rounds.
b) Save 24 IPCs

Combat Movement: (choose one of the following options)
a) Conduct combat movement using infantry, armor, and heavy armor only
b) Conduct combat movement using aircraft and naval units only

Resolve Combat:
The attack value of all aircraft and naval units is increased by 2, for Round Zero combat only.

Non-Combat Movement:
You may not move infantry, armor, or heavy armor in this phase.

Place Units:
Your Industrial Complexes can each produce 2 additional units, on Round Zero only.

Collect Income:
The USSR collects 48 IPCs at the end of Round Zero.

Breakthroughs

This phase replaces the Spying and Technology phases of the turn.
Each country can make a number of free Breakthrough rolls per turn, as follows:
• USSR: 3
• WE: 1
• UK: 1
• USA: 2

Each country may also purchase a number of additional Breakthrough rolls up to double their number of free attempts, each round on the Breakthrough phase of their turn. Free Breakthroughs may be rolled before deciding to purchase additional Breakthroughs; you may also purchase and then roll extra Breakthroughs one at a time, up to your country’s maximum. Each additional breakthrough roll costs the same number of IPCs as an infantry; 2 for the USSR or 3 for NATO countries.

On a Breakthrough roll of 1, you may choose to gain either a Diplomatic Breakthrough with a Neutral Alliance, or a full-step in any technology tree. On a Breakthrough roll of 2, you may choose to gain either a Diplomatic Breakthrough with a Minor Neutral, or a half-step in any technology tree. You cannot gain more than one full-step in each technology tree on a single Breakthrough phase; Neutral Alliances can be influenced a maximum 1 step on each Breakthrough phase.

Faction-specific Breakthrough Rules:
The USSR may make 1 free Counter-Intelligence roll during their Breakthrough phase; a roll of 1 or 2 foils a NATO Breakthrough roll of 1 or 2 (respectively) on that round only. The USSR may choose which Breakthrough roll to affect with their Counter-Intelligence roll, however successful rolls do not carry over to later rounds if saved and not used. The USSR may purchase up to 2 additional Counter-Intelligence rolls on their Breakthrough phase, for 2 IPCs each.

When a NATO country uses a Breakthrough roll of 1 to gain a technology, they may choose to grant any other NATO countries (who are at the same point or lower down on that technology tree) a free half-step in that tree.

Optional Rules:
• NATO countries cannot gain the benefit of shared advancement in the Nuclear Weapons technology tree.
• The USSR may influence China using a Breakthrough roll of 2.

I think house rules child boards are a great idea!
