Here is what you do. upload the AA rules of whatever version. then Chat Cpb or Genmini upload the rules and it will decide with brutal logic. The Battleship is priced correctly if its 20IPC and takes 2 hits and SB at 4. the only issue might be the Carrier could have different combat values, otherwise its good. Let AI solve your issue!

I now think a similar idea could apply to Finland.

Its 4 infantry can only move in the following territories:

Finland
Vyborg
Karelia
Norway
Sweden (not if the Axis are at war with the strict neutrals)

So totally imbalance the game and just add all that crap giving the Allies an easy win??? The General made a different version that has the Dutch. You on the other hand willy dilly just add like 110 IPC to allies and expect no problems??? HUh?

@Transports - I did some test battles.  I think it is better to leave transports on the OOB system where they have to be chosen last.  Otherwise, they will just become meat-shields to protect BB’s (when empty).  Or, they will become too high-value targets when full.

For my personal playing system and House Rules set, I’m just going to have transports be able to be targeted when a TAC rolls a “1”, otherwise they must still be targeted until last.

TUV counting, making sure the allies start with a clear numbers, tuv, and income advantage to compensate for the drastic positional advantage. Axis quickly catch up in income and the ICs shift to the axis within the first 3 rounds.

More importantly the axis now have to make decisions instead of having one best move to do.

Even more importantly the allies have something to look forward to potentially within the first 3 rounds which typically saw a whole lot of nothing, which is a big reason people do not play this map.

Still favors the axis to win. I like to play the axis so I am a little biased, I just hate to see the game won before it even begun.
