As Simon says you can’t move any of your ships in that sea zone on NCM. There is a provision that allows you to move them to flee the sea zone on the Combat Movement phase without taking them into combat. The real purpose of the move though is to prevent any transports in the sea zone from loading ground units in that sea zone. You can still move to another sea zone on Combat Move and load ground units as long as it is a friendly sea zone. If you haven’t seen the video it explains everything;

What is the strength of the units in Axis and Allies Global 1940 based on their cost, and are there any obsolete units in that game???

No unit is obselete. Especially units you start with on the board. Use everything!
Are there some units that are purchased less often? Yes. Lots of them, but there is still usually the occasion that calls for them.
Battleships, Cruisers, and AAA’s are probably the least purchased units, but they are critical units to have on the board.

cruisers have been proven by AAcalc to be obsolete because they are inferior in combat and their ability is worse than the DD’s ability.

cruisers can shore bombard @3 for free, again and again and again. Totally worth it in some situations.

aircraft carriers defend better than a cruiser and the planes on the carrier can attack the land in an amphibious assault…EVERY ROUND, so obsolete.
