Look at the game notes and let me know your interpretation of those rules.

Anzac could have taken control of Java this turn. You likely tried to do that but it must be taken in non-combat. As i saw US purchase, I’ll add that most players consider battleships as a bad buy and cruisers as worse. Overly expensive with not much utility, unlike destroyers, subs, and loaded carriers.
