You wouldn’t have been able to, once something other than aircraft moves in Combat, it can’t move again in NCM. That’s why what you did was a bit risky.

Exactly. Or if we used your logic, ships would not stop the bombardment of cruisers and BBs if you had other units to fight them and you kept the cruisers and BBs for bombardment.

It’s not the same situation as land battles though. In this situation both sides are in the same sea zone, so anything staying in that zone after Combat Moves must fight.
