Well they would be counters for each nation in a cup that you draw randomly. say 1 inch wooden chits with a decal on it. Icons of say a tank or Battleship if the commander effects those. If you draw a chit and don’t own that piece, you just lost that advantage that turn. The next turn you draw another chit. The used chits stay out of the jar, so the design features will balance in total for both Axis and Allies…or not. Depends on the game played…
1941 House Rules
-
A few things concern me about 1941 - low income, luck playing a big role, and the Axis advantage. Here are some house rules that will make the game more fun (at least for me).
IPC x2
IPCs will be x2 (not territories). The purchase capacity will remain the same, but now players have more money to purchase higher priced units.
Re-Roll Tokens
Each side will receive 2 re-roll tokens to re-roll a round of combat. This will be used especially in cases where the dice are really bad during a crucial battle.
Additional Bomber
Add 1 USSR Bomber in Russia for a +12 Allies bid.

Should the Soviet-Japanese Non-aggression Pact be removed?
-
5. Soviet-Japanese Non-aggression Pact
Neither the Soviet Union nor Japan may attack territories controlled by the other until Germany or Russia has been captured by an enemy power.
(Is this a rule now anyway?)No, it has been discarded.
