Good to see you back. Thanks for reply. I do have what your talking about on old map and my new map. Axis control Belgian Congo receive 4 icps. Other 3 is from USA.
We don’t have the atom bomb but allies get to start game with these 4 icps but axis can get it too. Just a small house rule anyway.

I like the stats for the Air Transport. Have you considered having it operate like a Transport Ship i.e. carries one infantry plus one other ground unit?

How are you differentiating between light, medium and heavy tanks and what’s your A/D/M/C ratio?

Here is an Italian rule (offset to Axis Vichy rule).

Italian Co-Belligerent Army / Italian Social Republic

ICBA is a pro-Allied Italian government created after Rome is captured.  At the same time, ISR, a remnant and a pro-Axis goverment of Mussolini’s regime is created and seated out of Northern Italy.  ICBA eligible territories are all Italian controlled territories, EXCEPT Northern Italy and Italian controlled territories with German units.  These territories are treated same as pro-Allied neutrals.  All other forces are part of the Italian Social Republic.  ISR becomes the new Italy and starts with 0 IPCs.  On the each ISR turn, they CAN get up to 5 IPCs from Germany.  For the ICBA, any movement is done after Vichy.
**Procedure:  **
After Rome is captured, the following happens:
1. All ICBA forces (land/sea/air) standfast and defend against Axis attacks.  
2. ICBA land forces can move during the non-combat phase.
3. If an ICBA territory with units is occupied by Allied player, no new units are created, but any ICBA infantry units are converted to the occupying Allied power, and all others disband.    
4. ISR units may move as normal.  ISR can be ordered to attack ICBA units.
5. All ICBA units return to Axis if Rome is liberated.  ICBA cannot be re-created.
(Optional: Any ICBA controlled Allied territories return to original owner, non-infantry units disband.)

What about giving it the ability to fire first in battle, defender removes casualties, then normal combat begins. Or what about being able to fire from adjacent territory. Also can it be used as AA and land combat at the same time or do you have to designate in defense.

But doing that does not model the capabilities of these units. The game OOB permits the preemptive firing because it is against just air units that are flying over to attack. It is marginally acceptable to allow this, but realistically these are just basic artillery.

Since they were made as a new unit it stands to bring it fully into the fold as a normal combat unit.

To allow preemptive fire every round is too strong for a 5 IPC unit IMO.

Plus this unit needs to be 3-2-5 as the other units took the other values, so the value of a 5 IPC unit must balance out and preemptive is worth more.

just have defenders fire first in every round and remove loses then attackers fire.

You can also limit the number of units landing each round limited by the IPC value… so in france you can land 6 units 1st round, 12 second, 18 third.

The attackers cant get all the pieces on the beach in one load.

also cost the attacking player one IPC for each land unit used for this purpose. ( this is not a picnic son)

Another thing is to roll a die for sea conditions. 1-3 you can land, 4-6 you cant. Its not like "hey lets invade today… hows the weather?.. why do you ask?.. isn’t it enough that we just decide we are gonna land 1 million men today with no care in the world?.. To me this is asinine that they don’t have something in the rules to cover this.

Thats right. To me, the multiple collect income causes inflation.
Yes collecting income before combat does stop this.

Regarding the essay on a pad that can be reduced. For example in AARHE the Axis/Allies sequence makes. Its not 4 turns between Russia 1 and Russia 2. So you don’t have to hire an accountant to keep track of things even if we collect income before combat.
