It’s odd, but it’s not a blitz. It’s a noncombat move. In the basic game, there isn’t a way for this to happen, so it never comes up, but in BM you can do it. I don’t have my rulebook in front of me (must have deleted it) but I remember this being legal. We can ask in one of the threads here, tho.

In the Notes tab about 1/3 down the page, Under Rules the 1940 Engine does not do but you must follow, it is listed.
