    land units during the Combat Move phase, it must offload those units to attack a hostile territory as part of an amphibious
    assault during the Conduct Combat phase, or it must retreat during the sea combat step of the amphibious assault sequence
    while attempting to do so.

    Loading and Offloading: A transport can load cargo in friendly sea zones before, during, and after it moves. A transport can pick up cargo, move 1 sea zone, pick up more cargo, move 1 more sea zone, and offload the cargo at the end of its movement. It can also remain at sea with the cargo still aboard (but only if the cargo remaining aboard was loaded in a previous turn, was loaded this turn in the Noncombat Move phase, or was loaded this turn for an amphibious assault from which the transport retreated).

    Variance, you are right that you don’t have to unload both units for an amphibious assault IF YOU LOADED THEM the previous turn.

    When you load a transport and conduct and amphibious assault all in the same combat movement phase, then you have to offload both units for that amphibious assault.
