Why would I ever choose a 3 over a 4, I thought you were loosing big time in France, and then I could use the brit armor better than the fighter
Its also don’t like the switch with the purchase. For china I could buy arts, while I didnt have Yunnan. for the brits, I start with a purchase round for uk pac then combatmoves then purchase uk europe. Its confusing

Well you did choose the 3. Choosing the 3 is the wise choice - if you chose the 4 I could retreat and still activate Vichy.
That is a bug wrt the map. You must not have the fix. If you delete global and download it again you should get it.
