This seems to involve two different types of attacks.
Is the capital ship itself being attacked? Or is it an SBR on the Naval Base?
If it is the ship itself, then the AA from the Naval Base can NOT fire.
If it is an SBR, then the AA from the Naval Base CAN fire. However, the capital ship can not defend the naval base.
AA Guns as a casualty

You happen to have 6 AA Guns and one tank in a territory, and is under attack by the other side with 4 tanks. The attacker rolls and 4 good hits.
AA Guns can be chosen as a casualty, does this mean that you can reserve your tank and remove 4 AA guns, leaving 2 AA Guns and your tank ready for a possible next round of battle?

ya, you gotta leave the tank as long as possible, otherwise your looking at auto kills on the AA guns.

Unless, under certain circumstances you want to prevent a retreat, like perhaps you can smash a lot of units when they move into the territory rather than retreating.
