@jacobg I think that makes airplanes too vulnerable. You would need to make them cheaper.

Cheaper airplanes and more effective AA might well be more realistic, but be careful about shifting the balance.

@FranceNeedsMorePower France only needs a infantry in Normandy.

I think this a great idea-I just think it’s too complicated. Make it so the Bulgarian infantry can only move in three territories: Bulgaria, Greece, and Yugoslavia.

I’d have to imagine considering making those territories have the ability to build major complexes would be a bit too steep and game altering. It’s an interesting rule though! I like the idea of just producing one more IPC, but not counting towards industrial complex strengths. You can make it so they can be bombed as well and have to be repaired, like any other facility as well. If it’s bombed, you don’t get the bonus income until repaired.

Its one thing to increase the output of an industrial zone, quite another to build one from scratch. Even in the case of the USSR, the new factories established in the east were built largely from industrial base evacuated from western Russia. It would be authentic to allow the Soviets to transport a factory from say Ukraine to the Urals, but this would be very much the exception.

Major war materials were all built in home countries - it was more efficient for America to build tanks in Detroit and ship them overseas than to set up factories in Morocco or Norway.

Well the IPC value is even between both the Axis and the Allies (except the original global set up of 19 Allies Infantry), I’m hoping it doesn’t throw things off too much.

If they have equal ipc’s of units, allies win due to their greater economy

My changes to the additional Global setup pieces are equal so it would just add equal amount of IPC value to the base set up.  I haven’t checked on what the balance is like for the base set up, I would imagine that the Axis have more units to allow the Axis a chance to try and win early while the Allies have to survive until their economic power tilts things back in their favor.

The Allies did win though, historically speaking  :wink:

I give credit to the testers and designers of this game, a game of this size and scale can’t be easy to balance.
