The Germans have no destroyer present, therefore the defending air units can not hit the sub, and of course the sub can never hit planes. Think of it in terms of the combined arms rule, air units can only hit subs if they are combined with at least 1 participating destroyer, the difference with this particular combined arms is that it works while attacking and defending. In the scenario that you described, the sub would destroy the remaining transport without rolling and the defending fighters can do nothing.

This is for, while at war, objective #2.
–- 5 IPC’s per territory if Axis control Calcutta, Sydney, Honolulu, and/or San Francisco----
First Question, do I need all to collect? Or is it 15 for 3?
Second question, the Honolulu “and/or” San Fran part, if I have both is it 10?So are we looking at a max payout of 20 or 15, and does the payout start only if 3 of the 4 are taken, or do the 5 IPC’s payouts start with the initial take over of whatever is taken first?

As it states, 5 IPC’s per territory. There is no max and minimum. If you hold 1, then 5 IPC’s, hold 2, then 10 IPC’s, etc.

Thanks for the reply, I was Japan the other night for the first time, I didn’t want to over pay myself, so I just collected after the fact, guess I didn’t need the extra cash for the take over, imagine how much faster the game would have been if I had the extra cash!
