I assume you are asking about a land territory. The answer would be no. When you attack a land territory, you attack all country’s units that are in that land territory. So if Russia attacks an Italian territory that has German units in it, then Russia just declared war on Germany.
Sea zones are different. In a sea zone, you can attack one power’s units while other “neutral” power’s ships will simply sit there.

Making oil barrels?

Why not just paint some capacitors?
That way, you can get them in any color and size you want, and they are really cheap :)

I prefer simplicity. I prefer to have them operate like minor ICs except their bonus is one research die per turn instead of producing units. (when not damaged). I’m okay with a cap of 1 tech per turn. I’ll pass on the captured technology raid rule. I think having your enemy capture your research facility (and the free roll each turn after that) is reward enough.

Having them operate like minor ICs let’s you build them on 2 iPc territories, which is necessary if someone like Anzac hopes to ever acquire any technology.

Overall it’s a great concept.

I really like limiting the Hawaii IC to two units max build.  I can understand the US getting an IC on Hawaii, but I always thought it was ludicrous that it had unlimited build.
The India getting an extra infantry each turn can make it pretty hard for Japan to take India.  That’s an interesting rule that those free infantry can not be moved.  So basically, those are strictly for defense of India.  That might be an interesting rule to incorporate for all capitals, and even in other games as well.  Ever play a game of A&A and mistakenly left your captial undefended?  Now you would always at least have some infantry there.
I am wondering about Rule #6b.  Why would you not let Japan build more than 3 subs per turn?  I take it that applys ONLY to building new subs, right?  Japan is allowed to have more than three subs on the board, right?

In my rules supplement I’ve added this rule, and I am using the very same tokens for it.

IPC Lend-Lease
IPCs can be converted to raw materials (represented by tokens from AA Battle of the Bulge). These tokens can be transported by transport, cargo plane, and/or mechanical infantry.  Transports and cargo planes can carry up to 10 IPCs and mechanical infantry can carry up to 5. The raw materials can be moved to a team player as either a loan or gift (based on verbal agreement). These raw materials are produced at industrial complexes. Production of 3 raw materials at an industry only counts against 1 production cap. (E.g. A major industry could produce 30 raw materials in one turn) No IPCs can be “pirated,” they are destroyed along with the units carrying them with the exception of those that are carried over land. Mechanical infantry transporting raw materials cannot attack, but defend normally.

As for how I got it all to fit, I typed it into a Word document, and then copied and pasted.

I plan to playtest these rules and modify them as needed.  I was trying for as much historical accuracy as I could with the starting forces, while making the minimum number of changes to the official rules.  I got the idea from World in Flames, which is a great game, but, practically speaking, unplayable.  Even if you read and understand all the rules, finding one or more opponents who also have read and understand the rules is pretty much impossible.  You can, however, play Axis and Allies while you’re drunk (Been there.  Done that.  Got the T-shirt.)  But I like the idea of having the same basic problems, options, starting forces, and deployments the real military and political leaders of the time had to face.

Now, I’ll admit that the Vichy France rules are a bit more detailed than most A&A players prefer, and I understand why the game disigners decided to just leave them out.  But, if I was going to give the French a realistic starting fleet, I had to have the Vichy option to keep the combined French and British fleets from blowing the Italians out of the water on turn one.  It also gives the Allies the same uncertainty about what the Vichy French forces would do if their territories were invaded.  Historically, it was a major concern for the British.  Remember that they actually bombed the Vichy French fleet in port in North Africa, killing, IIRC, a couple of thousand French sailers , because they were afraid of having it fall into Axis hands.
