In my game against Whackamatt he attacked Spain with the Axis before Russia came into the war, and when they did come in the war I couldnt activate the Neutrals I had to attack them, in this game you were able to activate them. Russia was neutral when Italy attacked Spain, so the true neutrals went to friendly neutral and when Russia came in (my move) to the war that changed them to strict neutral, I attacked the true neutral on R9 so that made strict neutral to friendly or pro. Its in the book but it takes some interpretation and game play.
