Thats a weird thing and a good thing to remember. In my game against Whackamatt he attacked Spain with the Axis before Russia came into the war, and when they did come in the war I couldnt activate the Neutrals I had to attack them, in this game you were able to activate them. He attacked the Neutrals with Italy on 3. Interesting, I’ll have to remember that, it kind of threw me in this game, oh well I’m having fun
