US and Russia are still neutral yes. But US can’t enter Asian Russian territories unless Russia is at war with Japan.
So if Japan declared war to Russia, all tough not at war with Japan, and not allied with Russia, USA could still land planes in Soviet territories?

I destroyed Ur Gibraltar troops even without cruiser. And if I knew that USA can attack me, I would not sent the cruiser there.
If U want U can spare it and move it to Normandy Bordeaux.
But U helped much already and I am not asking it. Just, if U wish.
