No you can’t, pro-Axis Vichy territories are almost like any pro-Axis territory, as in you can’t build a facility, buy out of the factory, or land air units on it if it wasn’t in Axis possession at the beginning of the turn.
I can let you take S France with Italians though if you want, but then I may want to send the French fig somewhere else :wink:.
