I think if anything, it actually gives you reason to be aggressive because you want to stop what they are going to make and you know that your damage will not effect the other player until the 2nd turn from when you captured.

He’s referring to the rule that you don’t need to keep rolling dice until the attackers hit. I think you should just ignore his first paragraph.

Also, from a penalty standpoint, there’s no reason for Russia not to declare war on Japan on R1.  Declaring war doesn’t require them to make an actual attack, but it does open their territories up for friendly occupation, making it that much more obnoxious as a US bomber base.

If an airbase becomes non-operational due to SBR, does that prevent scrambling on that turn? (Since SBR happens “first”)

In other words, if Germany was able to knock out the AB in the UK, and the UK saved their fighters for a naval battle in 110, could the UK scramble to protect 110 on that German turn?

Scrambling occurs before SBRs, so bombing a base won’t prevent scrambling in the same turn.
