    I don’t think that you could legally pick up the troops from Kwangsi with your transports.  Am I missing something about this rule?

    There’s an exception for the first turn you are at war.

    Let’s expand on this one:
    UK and Japan are not at war.
    On a UK noncombat move, they move a destroyer into a sea zone (sz36) that contains Japanese surface warships and transports.
    On ANZACs turn of that same round, they DOW on Japan.
    On Japans next turn, on Japans combat move, can Japan load land units onto those transports in sz36?
    What if the UK has a transport off Java and Japan has naval units in that SZ. UK delcares war on Japan. The transport is now in a hostile SZ. It can move out during combat to save itself - but - can it load units off Java before it leaves. Since it is a hostile SZ, I assume not. IIRC, you can not load land units onto a transport that is in a hostile SZ. I have seen this work with devastating results in some games…

    Yes, it can load units. Since it was UK that declared war, it can take advantage of the one-time exception for loading transports in a hostile sea zone. However, since it is combat movement, it may only load units if they are making an amphibious assault. It UK wants to move the units to a friendly territory or keep them at sea, it may not load them.

    p11 of the Pac rules states:

    with one exception. During your
    Combat Move phase in which you entered into a
    state of war, your transports that are already in sea
    zones that have just become hostile may be loaded
    in those sea zones (but not in other hostile sea
    zones). In effect, transports may be loaded in their
    initial sea zones for amphibious assaults before war
    is declared, while the sea zone is still friendly.

    It seems that it applies regardless of who declared war.

    Doesn’t seem that the rulebook makes the distinction made in the post above.

    Further, looking at the link you post in context the example given was:

    Japan has warships and transports in SZ36.
    UK moves a warship into SZ36 while not at war
    ANZAC declares war
    Follow up question: “Can the UK load transports in SZ36 if it had any?”
    Kreighund’s answer: “Yes, since the UK declared war” I think he meant did not declare war on their last turn.
