Question about combat/non-combat moves

Well there are two ways for the axis to win; either take two capitals or get an economic victory.  Yes, my plan would be to go after Russia.  I think 21 ipc might be a bit low to do this (I might give it a try for fun though).

Taking the US or UK isn’t realistically going to happen without acheiving what would be an economic victory anyway; so what is the best way for the Axis to do this - Russia or Africa?

In my opinion, Africa is not rich enough to justify a massive Axis attempt to hold in the early game - especially as the US/UK are always going to be able to send more resources there than the Axis.  They generally take Africa back before Japan gains enough in Asia for an economic victory. Additionally, if Germany sends too much resources there, the Russians become problematic.

If Russia falls however, then the Axis will soon have all Asia and for an economic victory then the Axis can take a look at Africa again.

If IC’s were limited, then abandoning Karelia may indeed be a viable strat (especially if SBR’s were limitted to IPC value of the territory as well).

But, without IC restrictions, the only difference between Russia standing her ground in Karelia and standing her ground in Moscow is that… if they fail in Karelia they have ONE MORE SHOT at holding against Germany, with a UK and possibly a US counter-attack in Karelia to protect them in the interim.

In answer to #1:
No.  LZ’s have to exist for everything sent in.  “Planning” on losing a fig in terms of counting LZ’s would make 1 of the 3 FIGS a “kazee”

In answer to #2:
Anything NOT used in the naval battle CAN be used for the amphib.  The only thing that can participate in the naval battle that also is part of the amphib is the tranny, and that only to offload troops (thus not actually IN the amphib battle).

1 piece, 1 fight, per round.

So if your bomber did not fight in the naval battle, but has the range to reach the amphib attack area, it CAN be used.

I did find your answer in the instruction book under Section 5 Combat “Do ALL combat movement BEFORE resolving any combat.”

what are AA Active & Axis Advantage?

Just IMO,

Bad Play = US goes into the Pacific
Bad Play = Germany overextends itself (Early Karelia attack)
Bad Play = Britain overextrends itself (ICs in both SA and India)
Bad Play = Russia not prepared for the Japaneese
Bad Play = Japan Not performing Pearl Harbor Turn 1

Again, just my opinion for each country.
