Instant repair of capital ships

This rule is part of the Axis & Allies Global 1940 2E, House Rules Expansion.

Naval Task Forces at sea brought with them Support & Supply Ships - in order to perform their operations - and make necessary repairs without depending on a Port.

This is reflected in the Capital Warship Damage rule.

The largest Battleships ever built, were limited in numbers - but extremely powerfull.

The main problem with the reinforcements mechanic is that of the “pinning” trick, whereby the attacker can send a single infantry to attack stack B in order to prevent units defending stack B from reinforcing stack A during that combat phase.

Possible solutions:

1. The defender always chooses the order in which battles are resolved;

2. An attack is not allowed against a force more than 3 times that of the attacker (in total units);

3. The defender is still allowed to reinforce even from tts under attack; this creates other problems, effectively giving the defender a “free retreat” option.

4. Fight all battles in a combat phase simultaneously by round, only allowing reinforcements from tts clear of enemy units.

A defeated nation with no factories and control over some territories still can build infantry, while an undefeated nation with factories cannot build any units outside of factories?

I don’t think I would like doubling a tt production 1/2 for ground/air & 1/2 for sea. This is a step backwards when IC’s had no limits. Uk being able to drop an entire fleet in the med is bad for game play, as the axis already have a hard time keeping its ships in the Med & Atlantic. If you were to do it maybe only at capitols & W US or original IC’s. If you want more units/ships build more IC’s. As it is they have already nerfed imp fact tech because it raises production on these smaller IC’s 100%-200% or you can’t damage them enough to shut them down. Although I think these 2 ipc tt should get a boost (+1 overall w/imp fact tech) I think a 400% increase is way to much.

I agree BB & AC should have AA ability. The AA50 game I’m in right now we house ruled it in from the beginning (you don’t need a tech). Only one can fire in any given sz, but with both having the ability it allows you to split your fleet. I would be ok with just BB’s having it.
As for DD bomb/trans 1 inf, it would like to keep as well. Its useful getting inf around.

To clarify some details:

The unit is placed OVER the land/sea border.  This indicates that the ship is in port, but also keeps track of which port it is in (i.e. it must enter and leave by the same sea zone.)

Ships in port can be captured, but I suggest allowing the defender an attempt to scuttle the ships before any combat rolls are made. Perhaps allow one scuttle for each 6 rolled per combat round; maybe each attempt must be taken in lieu of a return fire from a defending unit, i.e. you target your own unit rather than the enemies?  Each roll should target a specific naval unit.

This links with my campaign for wider oceans, with a minimum 2-turn Atlantic crossing leaving a “killing zone” for the U-boats in mid-ocean, or forcing the allied convoys to take the long route via Iceland/Greenland.

I’ve also suggested making every ship dock in port on each and every turn of the game.  This can be at any time during the turn, and may just mean staying where it is as long as it can be demonstrated that the ship is within range of a friendly port and back (it shouldn’t cost movement points to move in/out of port).
This can make previously worthless island territories valuable fueling stops.

I mark important ports on my maps, these also serve as ship building and repair facilities. Usually they’re sited on the junction of a land and two sea zones, allowing ships to sail out into either adjacent SZ.

For comparing out abilities, putting 600 subs vs 120 BB or 200 Cruisers vs the BB or whatever may help to show the statistical differences, but you’ll never have 600 subs or 40 BB in a real game.  Usually you will have them in a combined fleet of ships or you would prefer them to be.  They are often alone though.

I was thinking of the beginning setup of AAE.  In the Gibraltar Strait you have a Destroyer, which for all intents and purposes has the stats of a Cruiser in AA50.  To take that I have often see merely a fighter and a sub take it on, and the sub being sacrificed.  Or the Italian fleet comes over and lands on Gibraltar at the same time, having the BB absorb any possible hits.
  But at the outset of AAR, there is a BB in that strait and often a larger force is brought to bear, that because 2 hits are needed so the goal is to get them on the 1st round rather than give the BB 2 shots.

So there is a larger difference in the mental impact of a BB vs other ships.  There is a thread in the AA50 section about how a Cruiser/Destroyer combo is always more useful and versatile than a BB for the same cost.

Not advocating for/against on that, just pointing out the discussion at this point.  But in that you are talking ship combos, not all BB vs anything else.  For BB you get some additional mental agony for the opponent while you get some additional financial agony.
