We talked about it with other players and Canada’s NO is going to small but concentrated to its role which is why the three I said were most likely going to be it.

NO for units in France
NO for no Axis subs in the SZ’s between UK and Canada
NO for a surface warship off UK Asian territories

This next one seems dumb but it works for history

NO for having at least one infantry in Aleutian Islands.

That is correct, but the 1940 fighters did not got the range to sink the Royal Navy in the real war. Taking off from Normandy they barely crossed the English Channel and got 10 minutes of operational time before they run out of gas. In this A&A game a Fighter unit can easily cross the Atlantic and sink everything afloat. And that is not historical correct, and I doubt it make the game better

Naval mines can hit transports. You call out mines on ships one by one. (to distinguish transport w/2 INF vs transport with INF+Tank)

So yea, amphibious invasions are risky, but if you have naval superiority why march through France as the US when you can land and Greece and be super annoying.

What if Naval Bases could provide AA cover for ships in a sea zone serviced by a NB. It would seem logical, since the base is located near the coast and would most likely be equipped with Anti Aircraft weapons. So the rule would go something like this: Naval Bases could conduct an opening fire defensive action using an AA gun that could target no more than 3 air units, this would last only one round. After the AA gun fires, normal combat proceeds.

Though if the NB being used is damaged, it cannot use this ability.

All these problems are solved if you remove the extra movement and instead allow naval bases to shelter ships in harbour.
The ships can still be targeted by bombing raids; altogether this creates the mechanics for a much more realistic depiction of both the Taranto raid (and the copycat Pearl Harbor operation), and the general usefulness of Gibraltar (which by the way should not be a tt but a UK NB in Southern Spain).

Since this topic is really not actually in the game, i consider it a house rule discussion.

In my version the oil tanker is the only new unit added.  Well, apart from Radar installations and Rocket pieces.

But then one key rule I introduce is that all ships must refuel every turn, tying them to friendly land areas.  With tankers it becomes possible to carry out long range naval operations, but the pieces themselves are expensive and have no combat value.

I’m not convinced that cruisers are anything more than a piece for the sake of having a 3-3 ship, with destroyers becoming 2-2, but we’ll see what LH has come up with in Guadalcanal.  Eventually.

The problem with cost reduction is that you might create naval cannon fodder units bought in vast quantaties just to soak up hits.  A ship costing 4 IPCs and having no combat value would probably be a good buy.

Along the lines of what you have proposed:
I am not sure about the suitability of having ports have any defense, but rather coming up with a unit that can adress a number of characteristics of a fortified territory (think maginot defenses).

REPAIR DAMAGED BATTLESHIPS
Battleships are powerful units. A damaged battleship may be repaired if it is in a sea zone adjacent to a territory with an IC controlled by its country. The repair costs are equal to the roll of one d6. The battleship may not move or participate in combat during the turn of repair. The repair is complete at the end of the players turn.

Fortresses
These units can be added to any controlled territory for the cost of 10 IP and can defend only with two rolls each combat round with a defense value of 3/3.They “protect” the defending units from direct attack. The units inside the fortress cannot be affected by attacking combat rolls until the fortress is destroyed by a roll of 1 only. Once built they cannot move and if destroyed cannot be reused by enemy forces. The maximum number of fortresses is limited to the IP value of the territory and in the case of China is limited to one.
